Head of the Restoration Agency Ivan Fedorov has publicly responded to a statement by Maxim Shkil, representative of the Autostrada Group of Companies, regarding the termination of the company's participation in preparing protection works for Kyivvodokanal facilities. According to RBC-Ukraine, Fedorov announced this in a post on the agency's Facebook page. His comment came as a reaction to claims made by the contractor, who had previously expressed dissatisfaction with the distribution of work.

Progress of Work on Nine Facilities

According to Fedorov, the Restoration Agency is organizing engineering protection for nine critical infrastructure facilities in the capital. Work has already begun on seven of them, while the start of work on the other two is planned for the near future. To fulfill these tasks, the agency reports that at least seven contracting companies will be involved. Thus, Autostrada's participation in this list is not a mandatory condition for implementing the protection program.

Agency's Position on the Reasons for Refusal

Fedorov stated that two months ago, Autostrada itself refused the offer to commence work at Kyivvodokanal facilities. Furthermore, he cited the results of an inspection assessing contractors' readiness for winter road maintenance in certain regions, which revealed significant delays by the company: technical salt reserves amount to only 48% of the required volume, according to him. On this basis, the agency's leadership believes the company should focus on winter season preparation and fulfilling already assumed obligations.

«Critical infrastructure protection is not about Facebook posts, but about work that must be done on time and with high quality,» Fedorov emphasized, addressing the contractor's public activity.

Refutation and Uniform Requirements

The head of the agency also refuted information about involving Zaporizhzhia-based companies in protecting Kyivvodokanal facilities. According to him, the agency cooperates with hundreds of contracting organizations across Ukraine, yet complaints regarding the distribution of work come exclusively from Autostrada. Fedorov emphasized that requirements for all contractors are identical: compliance with deadlines, quality of work, and fulfillment of contractual obligations.

Context: Suspension of Works in September

As a reminder, back in mid-September, the Autostrada Group of Companies announced the suspension of work at all sites across Ukraine, attributing this to a halt in state funding for capital expenditures. Thus, the dispute surrounding Kyivvodokanal facilities unfolds against the backdrop of a broader disagreement between the contractor and the state customer regarding funding and the distribution of obligations.
