In October 2026, hundreds of Ukrainian municipalities faced massive delays and blocking of treasury payments, which, according to RBC-Ukraine, reached a volume of about 20 billion UAH. The problem affected all regions without exception: municipalities cannot manage their own funds in State Treasury accounts, even when the money is formally on their balance sheets. Alexander Slobozhan, Executive Director of the Association of Ukrainian Cities, confirmed that all municipalities—from large regional centers to small settlements—have faced the blocking or delay of their own funds. According to him, since the beginning of October, officials have been trying to apply a "manual" regulation mechanism, processing payments with a delay of approximately one month, but this does not ease the severity of the situation.
Reasons: Defense Priority and Slow Reforms
According to RBC-Ukraine, the Ministry of Finance directs all internal budget resources to the security and defense sector, while civilian expenditures largely depend on the consistency of external aid. An additional factor was the slow implementation of international partners' reform conditions, which shifted capital expenditures to the end of the year and exacerbated the liquidity deficit. The government explains the delays precisely by this priority; however, according to local authorities, not only state funds but also the municipalities' own resources, including loans attracted from international financial institutions, are being blocked.
Critical Infrastructure at Risk
The operation of life-support facilities is at risk: municipalities cannot pay for fuel for generators, State Emergency Service equipment, and medical facilities, settle bills for gas and electricity, or pay salaries to utility company employees. Work on preparing for the heating season, according to Slobozhan, was suspended or stopped in many municipalities as early as mid-September, although municipalities continued to perform tasks "on good faith" where possible. Former head of NPC Ukrenergo Volodymyr Kudrytskyi warned that blocking local municipalities' funds in the State Treasury creates cascading risks and could lead to a systemic failure in the preparation of energy facilities for the heating season.
Political Confrontation: Kyiv and Lviv Against the Cabinet
The conflict has become particularly acute at the level of public statements by mayors. Vitali Klitschko accused the central government of blocking funds for the restoration of houses damaged by shelling and for the implementation of the city's resilience plan, noting that the Treasury blocked an attracted loan worth 1 billion UAH for almost a month, which stopped critically important procurements for preparing capital infrastructure for winter. Lviv Mayor Andriy Sadovyi also provided details on funding delays. The Cabinet of Ministers partially unblocked "resilience plans" for Kyiv and regional centers and maintained the reservation of utility company employees, but according to local authorities, this is not enough to solve the systemic problem.
Risks for the Winter Period
On the eve of the 2026–2027 winter, the situation is such that even with funds in their accounts, municipalities cannot always pay for completed work on time, finance utility companies, or continue infrastructure projects. The delays affect payments for passenger transportation, cleaning, social assistance, and benefits. Experts and local leaders warn that without immediate unblocking of funding and the restoration of consistent external aid, the consequences could manifest as mass failures in critical infrastructure during the height of the heating season.
