In the center of Lviv, at one of the city's most famous locations — Halych Square, a high-profile conflict occurred. During a confrontation between a local resident and soldiers of the Territorial Recruitment Center (TCC), the man sustained physical injuries. The incident attracted the attention of law enforcement agencies, which have already opened a criminal case.
The incident took place on July 17 around 16:40. According to the Lviv Regional Police, a 34-year-old city resident and a group of uniformed military personnel were involved in the conflict. Witnesses report that the security forces used physical force, after which the man was forcibly put into a minibus. Witnesses claim that the actions of the military appeared excessively brutal, however, final conclusions can only be drawn after the investigation is completed.
Reaction of authorities and the public
The official reaction to the incident was voiced by Igor Zinkevych, a deputy of the Lviv City Council. He published a video on Facebook, which was sent to him by a subscriber, and commented on the situation. Zinkevych noted that he was not personally at the scene of the incident, so he cannot judge all the details, but expressed serious concern.
"If the information recorded in the video is confirmed, then such actions are unacceptable. In a rule of law state, any powers must be exercised exclusively within the framework of the law, without violence and humiliation of human dignity," the deputy emphasized.
Zinkevych called on the TCC to provide an official comment to clarify the circumstances of the incident and understand whether the actions of the military personnel were legal.
Criminal case and investigation
The Lviv Regional Police confirmed the fact of the conflict and initiated a pre-trial investigation. Investigators from the Lviv District Police Department No. 1 opened a criminal case under Part 1 of Article 125 of the Criminal Code of Ukraine — "Intentional minor bodily injury".
The investigation is aimed at establishing all the circumstances of the incident and the legal assessment of the actions of all participants. In particular, law enforcement officers are checking whether the TCC military personnel really used disproportionate force and violated the detention procedure.
Context: tension around the TCC in Lviv
This incident is not an isolated case. Conflicts related to the activities of the TCC have arisen in Lviv on numerous occasions. In particular, in the evening of July 8 in the Sykhiv district, a crowd of local residents overturned a TCC service vehicle during the detention of a man who was wanted.
After that incident, the General Staff of the Armed Forces of Ukraine initiated an internal investigation into the legality of the actions of the TCC military personnel. The police also detained a 23-year-old man who beat a police officer with a gas canister during the clash.
The current case at Halych Square adds another episode to the growing tension surrounding the work of the TCC in the region. Society expects transparency and adherence to the rule of law from the authorities when conducting mobilization activities.
