France has officially confirmed that representatives of European countries will take part in the talks to end the war in Ukraine, scheduled for November 10–11 in Abu Dhabi. This was stated by French Foreign Minister Jean-Noël Barrot, who emphasized that the European side will be represented at the meeting «with dignity».

Paris's Position

«Europeans will be represented with dignity. France will arrive in Abu Dhabi to take part in these discussions,» Barrot stated. At the same time, the head of the French Foreign Ministry clarified that the specific name of the country's representative at the talks has not yet been announced: «I cannot say yet who will represent France at this event, but France will undoubtedly be there».

Composition of Negotiating Groups

Ukraine and Russia are preparing for a new round of trilateral negotiations mediated by the US. The Ukrainian delegation includes the Head of the Presidential Office Kyrylo Budanov. Moscow has also announced the composition of its group, which will once again be led by Russian Presidential Aide Vladimir Medinsky. The delegation includes Deputy Foreign Minister Sergei Ryabkov, high-ranking General Staff representative Yuri Zhigarlovsky, Deputy Foreign Minister Mikhail Galuzin, and military intelligence chief Igor Kostyukov.

Discussion Agenda

According to US Presidential Special Envoy Steve Witkoff, the parties plan to discuss post-war security agreements, de-escalation, humanitarian issues, and further steps towards peace at the meeting. Thus, the agenda covers both military-political and humanitarian aspects of the settlement.

Analysts' Assessment

The Institute for the Study of War (ISW) pointed out that among the members of the Russian delegation are representatives who previously promoted the Kremlin's demands or delayed the negotiation process. Analysts consider this a sign that Moscow may not be interested in a constructive dialogue. Nevertheless, the very fact that the round is taking place in Abu Dhabi and the confirmation of European participation show that the negotiation track remains active.
