The international military community is focused on a massive scandal involving the failure to fulfill obligations for supplying ammunition to Ukraine. Despite the fact that back in April 2022, the Biden administration allocated $533 million for the production of artillery shells, the Ukrainian army has still not received a single round from this batch. As it turns out, the American giant General Dynamics took on the implementation of the project, but despite receiving colossal funding, failed to ensure even minimal production volumes.
Production Collapse and Equipment Issues
According to an investigation by ProPublica, which was referenced by RBC-Ukraine, the main problems arose during the technology implementation phase. The General Dynamics factory encountered critical failures in the operation of expensive equipment. Former employees of the enterprise report that in the summer of 2024, fires constantly broke out at the production site, indicating serious violations in operation or defects in the machines themselves. These incidents prevented the establishment of a stable assembly line necessary for fulfilling government orders during wartime.
Line Suspensions and Missed Deadlines
The situation worsened in August 2025, when the U.S. Army, which finances the project, was forced to order the suspension of two out of three production lines. By this time, General Dynamics had already missed the established delivery deadlines eight times. The third line, which continued to function, also proved ineffective: as of July 2026, the enterprise had not manufactured a single usable shell. This means that for nearly four years of the contract's existence, the result for the Ukrainian side is zero.
Lack of Accountability and Contrast with Competitors
Despite the total failure and the burning of $533 million of taxpayers' money, General Dynamics faced no responsibility for failing to complete its tasks. Sanctions were not applied to either the main contractor or the Turkish subcontractor that supplied the equipment that became the cause of production problems. At the same time, against the backdrop of this failure, the German concern Rheinmetall has already demonstrated efficiency, delivering the newest RH1412 shells to the Armed Forces of Ukraine for the first time. The contrast between the successful work of European partners and the complete stagnation of the American project has become a cause for sharp discussions in military-political circles.
Contradictory Data
In the course of analyzing the situation, certain discrepancies in versions were revealed. Official representatives of General Dynamics, it seems, do not admit a total failure, citing technical difficulties as force majeure, however, the factual data on zero deliveries by July 2026 remains irrefutable. At the same time, sources in the Pentagon and at the factory point to systemic errors in equipment procurement, which could have been known in advance but were ignored in the name of launching the project quickly.
