During a court hearing on the bankruptcy of Google's Russian legal entity, Google LLC (OOO Google), bankruptcy trustee Valery Talyarovsky disclosed the volume of fines the company has already paid to the state. According to him, a total of about 16.8 billion rubles has been directed to the accounts of budgetary and other recipients, previously recovered by Russian courts against the parent structure Google LLC. These payments have become one of the key episodes of the lengthy bankruptcy procedure, which has been ongoing for several years and remains one of the most high-profile cases in the field of IT regulation in Russia.
Where the Money Came From: 18.8 Billion Rubles in the Bankruptcy Estate
According to Talyarovsky, over 18.8 billion rubles have been credited to the bankruptcy estate of OOO Google during the bankruptcy procedure. Out of this amount, the Federal Bailiff Service (FSSP) wrote off 14.7 billion rubles directly from the company's settlement account, and another 2.1 billion rubles were recovered directly from the debtors of the Russian legal entity. Thus, the bulk of the funds was formed not through current operational activities (which are effectively suspended within the bankruptcy proceedings), but through the collection of accounts receivable and the work of bailiffs.
Where the Remainder Went: Taxes and Salaries for Former Employees
The remaining portion of the formed bankruptcy estate, according to the bankruptcy trustee, was directed to satisfy current claims of the Federal Tax Service and to repay debts to former employees of Google's Russian office. More than 400 million rubles were spent on paying salaries to dismissed specialists. This fact emphasizes that, despite the cessation of operational activities and the withdrawal of the company from the Russian market, obligations to employees and tax claims continue to be fulfilled within the framework of bankruptcy proceedings.
Courts Do Not Stop: New Fines and a 160 Billion Cassation Appeal
Valery Talyarovsky noted that Russian courts continue to regularly issue new fines against Google LLC for refusing to delete prohibited information and for failing to comply with regulator orders. Simultaneously, as RBC reported, on October 16, 2026, defendants in the OOO Google bankruptcy case asked the court to exclude fines totaling about 21 billion rubles from the scope of subsidiary liability. And on October 13, Google Ireland Limited filed a cassation appeal with the Supreme Court of the Russian Federation, asking to review the judicial acts of lower instances regarding recovery, the total volume of which, according to Gazeta.Ru, amounts to 160.3 billion rubles.
What This Means for the Market and Users
The situation with OOO Google remains indicative: even after Google's actual withdrawal from the Russian market and the cessation of the search engine, YouTube, and other services for Russian users, the legal "tail" — fines, taxes, salaries — continues to be processed through the bankruptcy mechanism. For bankruptcy creditors and the state, this means that a significant portion of recoveries has already been realized; however, new judicial acts issued as orders go unfulfilled continue to increase the total debt. The outcome of the bankruptcy procedure, including the issue of subsidiary liability of parent structures, remains open as of late October 2026.
