With the approach of the autumn-winter season, the issue of energy autonomy for apartment buildings in Ukraine has become critical. The popular state program "GreenDIM," which provided homeowners with non-repayable grants for installing solar power plants and heat pumps, has been temporarily suspended. As reported by the Energy Efficiency Fund, the limit of 100 million hryvnias was fully exhausted, leading to the termination of new applications on April 4, 2026.

Consequences of the Program Freeze

The "GreenDIM" program was a key support tool, covering up to 70% of equipment costs, with an average project cost of 1.8 million hryvnias. The successful experience of 250 buildings that managed to use the funding showed high efficiency: for example, the Homeowners Association (OSBB) "Cozy House-14" in Kyiv provided autonomous heating for 30 hours, and the Odesa-based "Zodiac" successfully functioned for 5 days without external power. Despite the obvious success, the resumption of the program is not planned for this year, and the Fund is focused on fulfilling obligations for already submitted applications.

Alternative Paths for Homeowners

In addition to "GreenDIM," the "RestoreHouse" and "EnergyHouse" programs have been on pause since April 22, 2026, as they adapt to the requirements of the Ukraine Facility. However, other mechanisms are available to apartment owners. The "LightHouse" program offers emergency non-repayable aid from the state budget reserve for the purchase of generators and energy storage systems. The compensation amount varies from 100,000 to 300,000 hryvnias depending on the building's height.

Loans and Municipal Support

Financial pressure on residents is eased by state-subsidized loans under the "5-7-9%" program. It allows obtaining up to 3 million hryvnias for a term of up to three years with preferential rates in the first years of service. Parallel to state instruments, municipal co-financing programs continue to function. Local authorities in several regions reimburse from 50% to 80% of costs for energy-efficient equipment, giving residents a real chance to prepare for the cold despite the pause in major national projects.
