The Main Directorate of Intelligence of the Ministry of Defense of Ukraine has issued an official warning to the member states of the North Atlantic Alliance and the European Union. According to Ukrainian intelligence services, the Russian Federation is preparing a large-scale wave of hybrid operations and sabotage on the territory of Western states. The aggressor's primary focus is on critical communications infrastructure, including Starlink satellite internet ground stations in Europe.
A New Wave of Hybrid Warfare in Europe
According to HUR, Russian special services have received direct tasks to sharply intensify subversive activities within EU and NATO countries. To implement these plans, Moscow intends to actively utilize a previously recruited agent network overseen directly by the General Staff of the Armed Forces of the Russian Federation and the Federal Security Service. The threat is complex and aims to destabilize the operation of strategically vital facilities across the continent.
Starlink Stations as a Priority Target
Ground terminals and Starlink satellite internet receiving stations located in European nations have been named the primary targets for the impending sabotage. The successful operation of this communication infrastructure is critically important for both civilian needs and the seamless coordination of Ukraine’s defense forces. Attempts to disable this infrastructure demonstrate Moscow's desire to strike key technological pillars of European security.
Context and Previous Threats
It is worth noting that this warning comes amid a general escalation of Moscow's intelligence activities and attempts to bypass international sanctions. Previously, Ukrainian military intelligence published detailed data on Russian enterprises involved in the production of missiles for Pantsir air defense systems, as well as financial intermediaries helping the Kremlin finance its war machine. The current threat of sabotage against Starlink confirms the transition of the hybrid confrontation to a new level.
