In October 2026, Ukraine is launching a large-scale recalculation of housing subsidies for the upcoming 2026-2027 heating season. According to official information from the Pension Fund of Ukraine, for the absolute majority of households, this process will take place in a fully automatic mode. The state assumes the technical part of the work, saving citizens from the need to re-collect the standard package of documents if their basic social or property parameters have remained unchanged from the previous period.

Calculation Features and Key Timeframes

The new amount of state assistance will be calculated taking into account the official duration of the heating season, which this time covers the period from October 16 to April 15 inclusive. Notably, automatic reassessment will also affect those households where the estimated subsidy amount was 0 hryvnias during the non-heating period. The final payment amount is determined strictly individually for each applicant. It depends on a combination of factors: the number of registered household members, their official income for the first and second quarters of 2026, as well as current tariffs and volumes of housing and communal services consumption. It is important to note that pension payments for calculations are taken in the amount of the accrued pension for August 2026.

Who Needs to Submit Documents Independently

Despite the mass automatic recalculation, there is a clear category of citizens who need to personally contact authorized bodies to receive payments. First of all, this applies to those who plan to apply for state assistance for the first time. In addition, citizens who have already received a subsidy, but as of October 1, 2026, have undergone significant changes, are required to submit an updated package of documents: the composition of registered persons has changed, the marital status of any household member has changed, or the list of consumed housing and communal services has been updated.

Debt Management and Application Submission Methods

Special attention is paid to citizens who were previously not assigned a subsidy for the non-heating period due to debt. If the debt is currently fully paid off, official restructuring has been issued, or the issue is being contested in court, they have every right to re-apply. To assign assistance, it is necessary to provide a standard application and income declaration. Depending on individual circumstances, additional papers may be required, such as a residential lease agreement or an internally displaced person (IDP) certificate.

Deadlines for Submission and Methods

You can submit the necessary documents in several convenient ways: personally contact the service center of the Pension Fund of Ukraine, send papers by mail, use the official e-services web portal of the PFU or the proprietary mobile application. Document reception is also carried out by authorized officials of territorial communities, Administrative Services Centers (ASC), or the Diia state portal. The legislation establishes clear timeframes: if documents are submitted between October 1 and November 30 inclusive, the subsidy will be assigned from the very beginning of the heating period — from October 1. In case of a later application, the payment will begin to accrue only from the month of application.
