The horn has become an integral part of road etiquette, but not all drivers know when its use is truly legal. According to the Traffic Rules, the horn is not a tool for expressing dissatisfaction, but a strictly regulated way to warn of danger.
Two rules instead of a thousand habits
Many are used to using the horn to urge a slowly moving car or to wake up a driver stuck at a traffic light. However, the Traffic Rules of Ukraine do not grant the right to such actions. According to paragraphs 9.5 and 9.6, audible signals are permitted only in two cases:
- Outside built-up areas — to warn of an overtaking maneuver.
- In any situation — to prevent a traffic accident.
A slow vehicle is not a reason to honk
If a car ahead is moving at a low speed but does not create a threat, honking is a violation. The Traffic Rules do not consider slow movement a ground for using an audible signal. This is not a "nudge," but an attempt to express emotions, which contradicts the letter of the law.
A "sleeping" driver at the light is no exception
A short honk at a driver who has not started moving after the green light is a common practice. However, there is no provision in the Traffic Rules that allows such an action. Formally, this is a violation, although in practice it helps avoid delays and attract attention.
When the horn is a lifesaver
The true purpose of the horn is accident prevention. If another vehicle begins to change lanes into yours without noticing you, or if a real threat of collision arises — the horn is appropriate. Here it works as a safety tool, not an irritant.

RBC-Ukraine previously explained when you can drive in the left lane, whether you need to yield to pedestrians who have not yet stepped onto the crosswalk, and whether a driver is obliged to let a bus pull away from a stop. Now another important nuance is added: the audible signal is not a right, but an obligation limited by strict conditions.
Remember: every unnecessary honk is not only a risk of a fine but also a violation of safe driving principles. Use the horn only when it is truly necessary to prevent an accident.
