New opportunities for IDPs: subsidy based on actual address
Internally Displaced Persons (IDPs) in Ukraine have gained a significant advantage when applying for a housing subsidy. According to clarifications from the Pension Fund of Ukraine (PFU), published on August 19, 2026, citizens can apply for financial assistance not only at their official place of registration but also at their actual place of residence. This decision aims to simplify access to social support for millions of displaced persons whose registration may not match their actual place of residence.
As reported by RBC-Ukraine, this mechanism is particularly relevant for those who rent housing or live in the homes of relatives and friends. Now, when submitting an application based on the actual address, the Pension Fund considers only the income and property of the applicant's household members, ignoring data from other people registered in the premises but not part of the displaced person's family.
Calculation procedure and key nuances
It is important to note that the general algorithm for calculating the subsidy for IDPs remains unchanged and is identical to the rules for other categories of citizens. Assistance is provided if the cost of utility services within established social norms exceeds the amount the household is obliged to pay independently. The amount of the subsidy depends directly on the family's income level: the lower the total income, the higher the amount of state support may be.
The Pension Fund paid special attention to the composition of income. When calculating the average monthly total income of the family, the living allowance for IDPs is not taken into account. This significant concession allows increasing the chances of receiving a subsidy or increasing its amount for many families in difficult financial situations.
Documents for application
To receive a subsidy based on the actual place of residence, IDPs must prepare the appropriate package of documents. In the case of rented housing, it will be necessary to provide a lease agreement. If displaced persons live with relatives or acquaintances, the consent of the property owner or a certificate of actual residence may be required. All necessary documents can be submitted either personally at a Pension Fund branch or remotely via the 'Diia' portal or the PFU website, allowing assistance to be arranged without leaving home.

Although the Pension Fund has clearly clarified the new rules, in practice, difficulties may arise in confirming the actual place of residence, especially in the context of ongoing hostilities. Some local social protection bodies may require additional documents not specified in the general PFU recommendations. Furthermore, there are disagreements regarding the terms for considering applications based on the actual address: in some regions, the process takes up to 10 working days, while in others, up to 30. These differences require further monitoring and clarification by central government bodies.
Additional benefits for vulnerable categories
In addition to general rules, there are special conditions for certain categories of citizens. People with disabilities planning to apply for a subsidy must take into account the features of calculating utility consumption norms. Military personnel also have the right to a simplified procedure for applying for a subsidy, which allows them to receive support faster and with a minimal package of documents. These measures are aimed at ensuring social protection for the most vulnerable layers of the population in crisis conditions.
