Starting October 1, 2026, updated rules for extending mobilization deferrals through Administrative Service Centers (ASC) come into effect in Ukraine. According to Cabinet of Ministers Resolution No. 978, which amended the high-profile Resolution No. 560, liable citizens will be able to apply to administrative bodies for the extension of their status strictly within a designated time frame. The innovation is designed to streamline bureaucratic procedures and eliminate previous legal uncertainty.
Background and Legal Conflicts
Before the government introduced these innovations, Ukrainian legislation did not contain clear timeframes regulating how many days before the expiration of the current deferral a citizen has the right to submit documents for its extension. In practice, this led to serious system failures: regional ASCs interpreted the norms differently, often refusing to accept documents from applicants or, conversely, accepting them long before deadlines expired. Now the government has established a strict threshold: applying for an extension is possible only when less than 30 calendar days remain before the current deferral expires.
Essence of Innovations and Document Submission Procedure
According to the approved procedure, if more than 30 days remain until the end of the deferral, the ASC has the full legal right to refuse to accept the application on the same grounds. Experts emphasize that a separate simplified procedure for so-called «extension» is not provided for by legislation. In fact, a liable citizen goes through the standard initial application procedure by collecting a full package of documents confirming their right to a deferral under the realities of 2026. It is important to note that general mobilization in the country is currently extended until October 31.
Automatic Extension and Expert Recommendations
Recall that since July 2026, a system of automatic extension of deferrals for those categories of citizens whose legal grounds are confirmed by data from state electronic registers has been successfully operating in the country. If the information is up-to-date and accessible to officials, citizens do not need to visit agencies independently. However, in cases where automatic extension is impossible, territorial recruitment centers (TRCs) are obliged to notify the person of the need to personally submit certificates. Lawyers strongly recommend checking the status of your documents in the Oberig register in advance to apply to the ASC on time and without haste upon reaching the 30-day threshold.
