July 2026 has become a month for many internally displaced persons (IDPs) in Ukraine when the usual schedule for receiving housing assistance was disrupted. Instead of the expected funds in their accounts, citizens encountered silence. RBC-Ukraine, citing Cabinet of Ministers Resolution No. 332, explains what to do in such a situation and who bears direct responsibility for crediting the funds.
Who Decides the Fate of Your Allowance
The main misconception among displaced persons is that payment issues are resolved by a single central body, such as the Pension Fund. In reality, the situation looks different. The authorized body that makes decisions on the appointment, refusal, or termination of payments is the social protection authority at the place of registration of the individual.
It is precisely this department that directly credits the money. It receives the results of data verification necessary to confirm the right to assistance, analyzes them, and has the authority to stop aid if the applicant no longer meets the criteria. Consequently, full information on the status of a specific payment is held by the employees of the local social protection authority.
Where to Find the Person Responsible for Your Payment
It is important to understand the structure of the system. The "social protection authority" is not a single building for the whole country, but a complex network of local administrations or departments operating under city, district, or regional administrations. In some communities, these functions are performed by the Department of Social Policy of the city council.
Each such department is strictly responsible for those people who are registered in its specific community or district. To find out the name of the department handling your specific case, it is sufficient to open the certificate of IDP registration — this information is indicated there.
Action Algorithm in Case of Delay
If the payment has not arrived on time, calls to hotlines may not yield results, as operators often do not have access to detailed information on specific cases. The only working way to find out the reason is to contact the social protection authority at the place of IDP registration.
The application must be submitted in writing. In the statement, you must demand to be informed of the reason for the payment delay. This is an official request that obliges the department to provide an answer.
Risks of Payment Suspension and New Opportunities
Experts remind that delays are often related to the need to update data. In July 2026, payments may be suspended for some displaced persons if they fail to update their information in the system in a timely manner. Certain categories of citizens should pay special attention to the currency of their data.
Parallel to payment issues, other areas of support are developing in Ukraine. The pilot project for social housing for IDPs has officially launched. As part of the initiative, local communities will purchase vacant houses and transfer them to displaced persons.
Furthermore, the Verkhovna Rada has adopted draft law No. 12301, which comprehensively updates IDP legislation. The new provisions, in particular, allow displaced persons to exercise their rights regardless of the fact of registration, which should simplify life for many citizens.
