The Pension Fund of Ukraine (PFU) has issued an official clarification regarding the impact of one-time state payments on the calculation of basic social assistance. It turns out that the one-time payment for Independence Day will not be taken into account when determining the level of support for low-income families.
This information clarifies the situation for many citizens who feared that receiving additional funds from the state could automatically reduce their monthly social benefits. According to the rules established by the Cabinet of Ministers, one-time payments do not distort the picture of the family's actual financial situation.
How family income is calculated
The amount of basic social assistance is determined as the difference between the subsistence minimum and the actual income of the family. The key parameter here is the average monthly total income of all family members. This indicator is calculated based on data for the three months preceding the month prior to the month of application for assistance.
The PFU emphasized that regular payments are included in the total average monthly income. However, there are important exceptions that protect citizens from losing support due to one-time payments.
Why Independence Day does not affect payments
According to paragraph 21 of the Cabinet of Ministers Resolution No. 371 dated March 25, 2025, payments received as a one-time sum within one calendar year are not included in the calculation of the average monthly total income. The Independence Day payment falls under this rule.
Consequently, citizens who receive money from the state in honor of the holiday can be assured: their right to basic social assistance and its amount will remain unchanged. This decision allows the state to provide targeted support on holidays without disrupting the system of targeted assistance for those in need.
Recall that the draft law on providing basic social assistance in Ukraine was generally supported in the first reading by the Verkhovna Rada at the end of May 2026. The experimental project is intended to become important support for low-income families, ensuring them financial stability.
