Ukrainian drivers have gained simplified access to international driving licenses. The document can now be obtained at any territorial service center of the Ministry of Internal Affairs without the need to take exams. The procedure is fully automated and is based on a valid national driving license.
Simplified application procedure
The main service center of the Ministry of Internal Affairs has confirmed that the service is available to all citizens regardless of their place of registration. The applicant only needs to visit any territorial center to submit documents. The processing time for an international driving license is just five working days.
An important innovation is that the national driving license is not confiscated during the application process. The administrator verifies the authenticity of the documents and immediately returns the national license, internal passport, and international passport to the applicant.
Validity period and conditions of use
The validity period of an international driving license is three years. However, this period cannot exceed the validity of the national document on which it was issued. Also, the international license has no independent legal force — it is valid only when accompanied by a national driving license.
To apply, a full set of documents must be provided, including a valid national driving license. The Ministry of Internal Affairs reminds that the national license must comply with international standards. If the document does not meet the requirements, it should be exchanged at a service center beforehand.
Reasons for refusal of issuance
Refusal to issue an international driving license may occur if it is found that the person has been deprived of the right to drive a vehicle. In such a case, the national license is not returned to the applicant but is sent to the service center at the place of residence for storage until the expiration of the deprivation period. The relevant unit of the National Police is notified of the measures taken.
Experts recommend obtaining an international driving license in advance, before traveling abroad, to avoid possible problems at the border or during document checks in other countries.
