Official investigation in Odesa TCC

An official investigation has been launched in Odesa following the publication of a video on social media depicting a conflict between a man in military uniform and a minor. The incident has sparked widespread public outcry, prompting the leadership of the Odesa Regional Territorial Center for Mobilization and Social Support (TCC and SP) to respond promptly. According to RBC-Ukraine, citing a statement from the agency, the investigation is already underway, and military officials are currently identifying all parties involved in the incident.

Position of the military department: zero tolerance

The Odesa TCC and SP emphasized their principled stance regarding any disciplinary violations by employees. In an official statement, the agency noted that any acts of violence, abuse of power, or misconduct towards citizens are unacceptable. "In the event that the guilt and involvement of military personnel in the offense are confirmed, the guilty parties will be held accountable in accordance with current Ukrainian legislation," the military commissariat stated.

Agency specialists urged the public and media to refrain from premature conclusions and not to spread unverified information until the official completion of the internal investigation. At present, all circumstances of the incident are being investigated, as well as the preconditions for the conflict.

Context: escalation of scandals around Odesa military commissariats

This incident occurs against a backdrop of growing tension surrounding the activities of military commissariats in the Odesa region. Previously, investigators revealed shocking details of torture in one of the local TCCs. According to available data, one man was run over by an official car, while another was strangled and forced to reveal his phone password. These facts became known to the general public in early August 2026.

Investigators established the involvement of four more military commissariat employees in the illegal detention and beating of citizens. Thus, the number of suspects in the torture case at one of the Odesa TCCs has risen to thirteen people. Nine members of the group were exposed earlier, and now the investigation covers a wider circle of employees.

Contradictory data

At present, there are two main points of view regarding the circumstances of the conflict with the teenager. On the one hand, the video circulated on social media records a physical altercation, which raises suspicions of abuse of power by the person in military uniform. On the other hand, representatives of the TCC and SP have not yet confirmed the details of the incident, insisting that the circumstances and preconditions of the conflict are still being actively clarified. The official version of events may differ significantly from the one that has formed in the media based on video materials.
