This autumn, Russian forces deliberately targeted Ukrainian data centers that ensure the operation of the internet, businesses, and government online services. In an interview with RBC-Ukraine, Deputy Ministers of Digital Transformation Vitaliy Balashov and Stanislav Prybytko discussed the consequences of infrastructure strikes, the impact of attacks on regions, and the threat of a complete communications blackout.
Strikes on Data Centers and Their Impact on Citizens
According to Ministry representatives, attacks on data centers in Kyiv resulted in local and temporary disruptions felt by residents not only in the capital but also in other regions. Media websites, online services, certain banking platforms, and city information displays were affected. This is because regional digital systems are often physically hosted on servers in the capital. Nevertheless, critical infrastructure is maintained thanks to backup capacities.
Protection Measures and Business Backup Strategy
The Ministry of Digital Transformation emphasizes the high importance of data backups for commercial structures and government agencies. The agency's main strategy consists of system distribution: moving critical objects underground, using foreign platforms and cloud solutions that are not tied to a specific geographical location. Companies that took care of duplicating their systems in advance endured the attacks much more easily.

While official representatives of the Ministry of Digital Transformation claim control over the situation and a successful transition to backup capacities, independent experts and industry specialists in media reports express concerns regarding the vulnerability of the telecommunications network. Some analysts warn of the risks of larger-scale internet outages if massive strikes on key communication nodes continue, whereas the Ministry insists on the resilience of the distributed architecture.
Communications Security Prospects
By the decision of the Supreme Commander-in-Chief's Headquarters on September 25, additional measures are being taken to strengthen the physical and cybersecurity of data centers and critical communications infrastructure. The authorities emphasize that the enemy counts on sowing panic and a sense of insecurity, but the network is designed taking into account traffic distribution, which rules out the probability of a nationwide communications blackout.
