A debate is brewing in Kiev regarding the modernization of public transport. A new initiative has appeared in the city's petition system that could radically change the rules of the game for private carriers. The author of the appeal, Andrey Mashkov, proposes introducing strict requirements for the technical equipment of minibuses and microbuses.

What changes are proposed?

The essence of the initiative boils down to establishing a deadline — January 1, 2027. By this date, according to the author of the petition, the entire rolling stock of private carriers must be equipped with three key systems:

  • Validators for cashless fare payment;
  • GPS trackers for movement monitoring;
  • Video surveillance systems recording the driver's actions.

The draft law provides for severe sanctions: carriers whose transport does not meet these requirements by the set deadline risk losing their license to operate.

Safety and control

Andrey Mashkov justifies his proposal by the need to improve passenger safety. In his opinion, the introduction of validators will allow for the final abandonment of cash transactions with drivers directly inside the cabin. This will eliminate unnecessary contact and potential conflicts, as well as simplify the payment process.

Furthermore, the installation of GPS trackers will allow municipal services to control transport intervals, which should improve the schedule. Video surveillance of the driver is positioned as a tool for preventing traffic rule violations.

Current status of the initiative

At the moment, the petition is in the early stages of gathering support. The system has registered 247 signatures out of the required 6,000. The organizers have 57 days left to collect enough votes for the document to be considered.

Context of reforms in Kiev

This initiative is not isolated. Recently, Kiev has seen an active search for ways to optimize the work of public transport. Not long ago, an appeal was registered in the city calling for a 50% reduction in the rolling stock of municipal enterprises to save the budget.

Issues regarding changes in tariff policy are also on the agenda. In particular, the introduction of a progressive payment system depending on distance or the number of stops is being discussed. Moreover, signatures are being collected online for an initiative that proposes limiting the number of free rides for pensioners.
