The Kremlin has officially confirmed Russia's participation in the next round of talks on Ukraine, scheduled for November 10 and 11 in Abu Dhabi. This was announced by Presidential Press Secretary Dmitry Peskov, who stated that Russian representatives will be present in the UAE capital on both days of the meeting. Thus, Moscow has publicly registered its readiness to continue the negotiation process mediated by Washington.
Peskov's Statement and Head of Delegation
According to Peskov, Presidential Aide Vladimir Medinsky will once again head the Russian negotiating group. The Kremlin emphasized that this appointment has remained in place since previous rounds. At the same time, Peskov did not disclose other details about the composition of the Russian delegation or the specific agenda of the meeting, limiting himself to confirming the very fact of participation and the dates of the talks.
Confirmation from the US
On November 3, US Special Presidential Envoy Steve Witkoff confirmed that talks between Ukraine and Russia, mediated by Washington, will take place in Abu Dhabi on November 10–11. According to him, the meeting will be held at the working level. Post-war security guarantees, de-escalation issues, and humanitarian matters were named as the main topics of discussion. The coincidence of the dates and format announced in Moscow and Washington indicates that the logistics and framework of the round have been agreed upon by both sides.
Structure of the Russian Negotiating Group
The Kremlin previously explained that Medinsky retains his role as head of the delegation since the relevant statement by the President of the Russian Federation made before the first round in Abu Dhabi. According to Russian official figures, negotiation work is being conducted in several areas, including a separate economic track involving the head of the Russian Direct Investment Fund (RDIF), Kirill Dmitriev. The Kremlin also noted that the President of the Russian Federation is in constant contact with the negotiating group and gives it appropriate instructions before departure.
Significance of the Round
The upcoming meeting in Abu Dhabi is becoming the next stage of the trilateral process in which the US acts as a mediator between Moscow and Kyiv. The “working level” format implies the discussion of practical mechanisms — from security guarantees to humanitarian issues — without the immediate adoption of final political decisions. The absence of details on the agenda and the group's composition in Peskov's public statement leaves room for further clarifications as the start date of the talks approaches.
