Kyiv Mayor Vitali Klitschko announced at a briefing that preparations have been completed for 200 spots for the temporary accommodation of the capital's residents in case of critical heating supply problems. According to him, the city has been operating through a special energy headquarters for life support since the spring of 2026, involving experts, energy workers, practitioners, and scientists. "The headquarters has developed possible measures for various crisis scenarios. We cannot talk publicly about everything," the mayor emphasized, adding that he personally inspected one of the centers where arrangements for the temporary relocation of Kyiv residents are underway.
Two buildings: for families with disabled children and the elderly
As Klitschko specified, 100 spots have been prepared in one of the center's buildings for families with children with disabilities. They will be provided with stationary stay, full meals, and social support. Another 100 spots are being equipped in a separate building for older people and persons with disabilities. For this category, not only meals and social support are provided, but also psychological assistance and rehabilitation services. The mayor noted that last winter this center already welcomed people, and in the current heating season, its capabilities are expanding.
Autonomy during prolonged power outages
A key element of the center's preparation, according to Klitschko, is its technical autonomy. The facility is equipped with its own boiler room, generators, and necessary reserves of drinking and process water. "This will allow us to maintain heat and meet people's basic needs even in the event of prolonged power interruptions," the capital's mayor emphasized. Thus, even with a multi-day absence of external energy supply, the center is able to function in standard mode.
Context: Zelenskyy called Kyiv the epicenter of infrastructure problems
The announcement of additional accommodation spots comes against the backdrop of President Volodymyr Zelenskyy's statement that work continues in Ukraine to eliminate the consequences of Russian attacks. The head of state pointed out that the most difficult situation is currently developing in Kyiv, where residents face prolonged power and water supply interruptions. In these conditions, expanding the temporary accommodation network and ensuring its energy independence are part of the city's systematic plan to minimize the consequences of possible critical scenarios during the heating period.
What is known about the work of the energy headquarters
According to Klitschko's information, the energy headquarters for the city's life support has been functioning since the spring of 2026. Its task is to develop and implement measures for various scenarios related to the provision of heat, electricity, and water. The mayor did not disclose the full list of prepared scenarios, citing public discussion restrictions. Nevertheless, the preparation of 200 spots in two specialized buildings, taking into account the needs of vulnerable groups of the population, indicates that the city is laying an infrastructure reserve for the event of the most severe development of events in the upcoming winter period.
