In Kyiv, workers have begun installing another mobile reinforced concrete shelter at a ground public transport stop to protect passengers. As of November 6, 2026, work started near the "Volodymyr Ivasiuk Avenue" stop in the direction of Troieshchyna, reports RBK-Ukraine, citing a statement from the Kyiv City State Administration (KCSA) press service.

What is being installed and where

The municipal enterprise "Kyivpastrans" is continuing its program of installing mobile shelters for ground transport passengers. The new structure is built from reinforced concrete segments in accordance with current requirements. As the administration notes, placing protective structures directly at ground transport stops is a priority because the need for them is most acute there.

Technical specifications

According to the KCSA, the area of the main room of the shelter is at least 30 square meters, which complies with the standard of 0.6 square meters per person. The design includes two entrances and two vestibules. The estimated capacity of the protective structure is over 50 people.

Accommodating people with reduced mobility

Tetyana Tarasko, acting General Director of "Kyivpastrans," noted that the mobile structure is adapted for the needs of people with reduced mobility, which is taken into account when designing the entrances and internal space.

Program scale and legal framework

In total, according to the KCSA, "Kyivpastrans" plans to install 14 primary mobile shelters using its own funds. They will be placed, in particular, at ground public transport stops. The administration also recalled that the government had already regulated the technical and other requirements for mobile shelters back at the end of 2025, which must be followed during their construction.

Context: legal demands and the first shelter

Previously, Andriy Tkachev, Acting Head of the Kyiv City Military Administration (KCMA), reported on the start of the installation of mobile concrete shelters in Kyiv. The Prosecutor's Office pushed for the installation of mobile shelters through the courts, filing relevant demands against the KCSA and the Kyiv City Council. On October 15, 2026, news emerged about the setup of the first mobile shelter near a public transport stop — on Beresteiskyi Avenue near the "Ivan Bahrianyi Park" stop; this structure is designed for ten seats and one wheelchair space and was financed by benefactors. According to city services, Kyiv's total need for such shelters is about 620.
