Kyiv Mayor Vitali Klitschko delivered an alarming report in the Verkhovna Rada regarding the state of the capital's critical infrastructure. According to him, in the current year 2026, Russian missiles and strike drones have already hit Ukraine's energy system nearly 50 times. Such strikes cause colossal damage not only to power generation but also to related municipal services.

Dynamics of destruction over the years

Analyzing the scale of aggression in retrospect, the mayor cited official statistics for recent years. In the crisis year of 2022, 12 missile and drone hits were recorded at the capital's CHPP-5 and CHPP-6 facilities. A year later, the intensity decreased slightly, with 7 such strikes. In the relatively calm year of 2024, no direct hits on these critical nodes were recorded at all; however, by 2025, the situation sharply deteriorated as the infrastructure suffered 19 attacks. The current year 2026 has broken all anti-records: about 50 missile and UAV hits have significantly undermined the stability of energy supply.

Consequences for municipal infrastructure

Regular shelling has a devastating impact on the metropolis's lifeline systems. As the capital's mayor emphasized, the destruction of Ukraine's unified energy system directly affects the uninterrupted supply of water, the stable operation of electric transport, and the functioning of other vital urban services. Despite the titanic efforts of repair crews restoring equipment in tight timeframes, the scale of destruction creates unprecedented challenges ahead of the winter period.

Contradictory data

Significant discrepancies regarding compliance with agreements have emerged in the information space. On October 14, 2026, the Russian Ministry of Defense officially announced strikes on energy facilities in Kyiv, Kyiv region, and Kharkiv region, despite the previously discussed "energy truce." Ukrainian President Volodymyr Zelenskyy reported that overnight the Russian side launched 39 ballistic missiles and more than 120 drones, attacking a total of 19 regions of the country. Meanwhile, the Ukrainian side emphasizes that it refrained from attacking Russian oil refining and energy facilities for two days following US President Donald Trump's statements about an energy truce, but these steps were not met with a mirror response from Moscow.

Heroism of utility workers and winter preparations

Despite colossal pressure and incessant shelling, Kyiv's municipal services and specialized experts continue to work around the clock at damage sites. Equipment is being rapidly restored, and infrastructure is being prepared for new cold-weather trials. As Vitali Klitschko noted, Kyiv has successfully weathered all previous years thanks to the dedication of power engineers and the technical reserve created for emergency situations.
