Monetary provision during treatment and rehabilitation remains one of the most sensitive issues for military personnel and their families. On August 22, 2026, the Verkhovna Rada received Law No. 4954-IX, signed by President Volodymyr Zelenskyy, which enshrines the right of military personnel, veterans, and released prisoners of war to adequate medical care, rehabilitation, and prosthetics. This was announced by the press service of the Ministry of Defense of Ukraine, as reported by RBC-Ukraine.

What changes in the retention of payments

The key innovation is that Ukrainian military personnel will retain their monetary provision (MP) payment for the entire period of treatment or rehabilitation in inpatient conditions. The ministry emphasizes that this rule also applies to treatment in healthcare facilities of foreign states. Previously, if treatment lasted more than four months, a separate conclusion from the military medical commission on the necessity of prolonged treatment was required to extend the payment.

Contradictory data

The official presentation of the document speaks of retaining payments "for the entire period" of treatment, however, the text of the law itself and the explanations from the Ministry of Defense contain significant caveats. First, the duration of treatment limits the right to retain MP only within 12 months and on the grounds determined by the Cabinet of Ministers. Second, the department explicitly warns that this does not mean the automatic retention of all additional payments and bonuses — the conditions for their accrual will be determined by a separate Cabinet of Ministers resolution, which had not yet been adopted at the time the law was signed. Thus, the simplified wording of "payments for the entire period" and the actual legal structure, tied to future government acts, present two different pictures that are important to distinguish.

Military medical commission: what is not canceled

The requirement to undergo the military medical commission (MMC) is retained. After treatment, but no later than 12 months from its start, the military personnel member is required to undergo a medical examination to determine fitness for military service. If treatment lasts more than 12 months, a repeat MMC examination is conducted no less frequently than every four months in the procedure established by the Cabinet of Ministers. This means that even under the new mechanism for retaining MP, the status of the military personnel member and their right to payments are periodically re-verified.

Nutrition, rehabilitation, and free prosthetics

The law also introduces improved nutrition during treatment and rehabilitation in healthcare facilities and rehabilitation institutions. The ministry guarantees that treatment and rehabilitation will be carried out on an equal basis at the expense of state budget funds. In addition, certain categories of defenders must be provided free of charge, at the expense of the state budget, with high-functionality prostheses and/or orthoses. Law No. 4954-IX makes corresponding amendments to a number of other legislative acts.
