The Cabinet of Ministers of Ukraine has adopted a crucial decision that allows citizens to confirm their pension length of service in the absence of a labor book or if there are gaps and errors in the records. This initiative is of critical importance for hundreds of thousands of Ukrainians who were forced to leave their homes, lost property, and personal documents due to active hostilities or temporary occupation of territories.
Electronic registries and expanded list of documents
First and foremost, the length of service verification process will be based on official data from state electronic registries, which contain all up-to-date information on insured persons. If the necessary information is missing from the electronic databases or requires clarification, specialized agencies will take into account paper labor books as well as alternative documents, the list of which the government has significantly expanded.
Confirming service through witness testimonies
Special attention in the new resolution is paid to those citizens whose paper archives and documents were completely destroyed or lost in the combat zone. In such difficult situations, legislation now allows confirming labor service through witness statements — for this, it is necessary to involve at least two people who worked at the same enterprise and can document or officially verify joint labor activity. At the same time, the Pension Fund of Ukraine undertakes obligations to provide practical assistance in finding such witnesses.
Features for occupied territories and conclusions
The government has also developed a separate mechanism for crediting labor service to citizens who worked at enterprises located in temporarily occupied territories or zones of intense clashes. According to Prime Minister Serhiy Koretsky, the main goal of the innovations is to ensure that citizens affected by Russian aggression do not lose their legal right to a well-deserved rest and pension payments.
