The Cabinet of Ministers of Ukraine (Resolution No. 1087 dated 03.09.2026) introduced the automatic extension of housing payments for IDPs for six months without reapplication. The changes apply to recipients whose payments were in effect until August 31, 2026.

The Finance Ministry has published the draft 2027 state budget: expenditure will rise to 7.27 trillion hryvnias, defense will receive 43.8% of GDP, and salary increases are promised for teachers and doctors. However, the Finance Minister warned of the risk of delayed social payments without financing from the EU and the IMF.

The 2027 state budget draft provides for the minimum wage to rise to 9,546 hryvnias from January 2027, and the subsistence minimum to 3,559 hryvnias. At the same time, the accumulated indexation for public-sector workers is planned to be reset to zero.

From October 22, 2026, IDP status in Ukraine will be confirmed by an extract from the Unified Information Database rather than a paper certificate. Until that date, the existing document remains valid, and the exact procedure for obtaining the extract will be determined by the Cabinet of Ministers.

The Pension Fund of Ukraine has clarified that citizens aged 60+ who do not have the right to a retirement pension can still receive a housing subsidy if they have 15 years of insurance record and received social assistance for an underprivileged family during the reference period.

Ukraine's Cabinet of Ministers is drafting a bill guaranteeing that a pensioner retains at least the subsistence minimum (2,595 UAH) of their pension after debt collection. The debt itself is preserved.

Kharkiv mayor Ihor Terekhov, at a round table in Kyiv, proposed cutting VAT on basic food products and medicines to 5%, raising the minimum wage to 10,000 UAH and the pension to 6,000 UAH as part of the preparation of the 2027 budget.

From September 1 to October 30, 2026, Ukrainian families in the zone up to 50 km from the front and the border will be able to apply for a one-time payment of 19,400 hryvnias for winter preparation. The expected number of recipients is 350,000–380,000 households.

The PFU confirmed: mothers of children with disabilities and some Ukrainian women can apply for an early pension at 50 with a record of at least 15 years. By 1 October 2026, an application can also be submitted for a lump-sum benefit for Independence Day.

The Head of the Finance Committee of the Verkhovna Rada, Danilo Hetmantsev, announced a pension reform aimed at raising the minimum pension to 7,000 hryvnias. To achieve this, the calculation formula will be changed, an accumulation level will be introduced, and pension funds will be directed towards housing construction.

The Cabinet of Ministers has approved a program providing for the launch of a housing registry for IDPs in 2027. The document also includes plans for the integration of displaced persons and budget equalization reform.
