On October 28, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 1352, approving the implementation procedure for the experimental project "Unity Network" (Ukrainian: Merezha Yednosti). The document, as reported by RBC-Ukraine, establishes a systematic mechanism for supporting Ukrainian citizens residing abroad. The Ministry of Social Policy of Ukraine has been designated as the project coordinator, while LLC "National Unity Agency" acts as the direct operator, tasked with organizational, methodological, and technical support, maintaining the web portal, and protecting the brand's intellectual property rights.

Four Areas of Focus: From Legal Information to Returning Home

The approved procedure divides the network's activities into four key blocks. The first is ensuring that Ukrainians abroad have access to accurate information regarding their legal status, including temporary protection issues, as well as details on employment opportunities, professional development, and participation in Ukraine's recovery projects. The second block involves organizing information and advisory support and facilitating cooperation with government bodies, local self-government units, and state institutions. The third direction is the creation of a cultural and educational space that satisfies the national, cultural, educational, linguistic, and spiritual-religious needs of compatriots while affirming Ukrainian national and civic identity. The fourth and perhaps most strategic goal is creating the prerequisites for the voluntary return of Ukrainians and their subsequent social adaptation and integration.

'Unity Hubs' and the Role of Consultants

The operational infrastructure of the project will consist of so-called Unity Hubs—projects established through joint declarations between the Ministry of Social Policy of Ukraine and authorized bodies of host countries. Direct interaction with citizens will be carried out through these hubs. The consulting function will be performed by specially trained specialists—Unity Network consultants—who have completed the operator's training program and provide both individual and group consultations.

Web Portal, Public Offer, and Two-Month Deadline

Within two months of the order's approval, the network operator is required to post a public offer on the web portal regarding the conclusion of a free-of-charge agreement for the use of the "Unity Network" brand. Legal entities wishing to participate must undergo a verification procedure, after which their details are published on a special web portal. Thus, by the end of December 2026, if deadlines are met, the portal should become a public entry point for all interested organizations.

Strict Security Restrictions

The resolution includes a clear list of prohibitions. Legal entities registered in the Russian Federation or the Republic of Belarus, companies whose owners or beneficiaries are citizens of these states, as well as persons subject to Ukrainian sanctions, are categorically barred from participating in the network. This restriction emphasizes that the project is not only service-oriented but also geopolitical in nature, preventing the use of the network's infrastructure by structures affiliated with the enemy.

Financing and Experimental Status

The project is implemented using funds from the state budget and other sources not prohibited by Ukrainian legislation. At the same time, the initiative is formally classified as an experimental project, which leaves room for adjusting mechanisms as practical experience is gained. The resolution enters into force upon adoption, and starting October 28, 2026, the Ministry of Social Policy and LLC "National Unity Agency" are beginning operational preparations.
