The Ministry of Veterans Affairs and the State Statistics Service of Ukraine have begun joint work for the first time on creating a unified system for collecting and analyzing data on veterans. As outlined in the Ministry of Veterans Affairs' report on priority areas of work for 2026–2027, the initiative aims to build an objective picture of the socio-economic status of former military personnel, their employment, and their actual needs for state support.
A New Approach to Veterans' Statistics
Until now, government agencies relied on disparate data from various registries, administrative records, and the results of individual studies and surveys. However, for evidence-based managerial and budgetary decisions, such a fragmented approach proved insufficient. Creating systematic statistical indicators will make it possible to comprehensively assess the situation of veterans in society and forecast the resources needed for their adaptation.
During their first working meeting, representatives of the Ministry of Veterans Affairs and the State Statistics Service discussed the development of a new methodology for statistical observations. The parties formed a preliminary list of necessary indicators, determined potential data sources, and agreed to analyze information taking into account age, gender, and other socio-demographic characteristics. This will help track qualitative changes in people's lives after the completion of military service.
Economic Activity and Employment of Former Military Personnel
A key focus of the joint effort will be studying the economic activity of veterans. The state aims to obtain reliable data on where former military personnel are employed, whether they are developing their own businesses, and what their level of participation in economic life is. Such information is critically important for correctly assessing the effectiveness of existing professional retraining and employment programs.
Furthermore, the systematization of data will allow authorities to respond promptly to emerging challenges and adjust existing social protection measures. The obtained indicators will form the basis for long-term strategies to integrate veterans into civilian life, ensuring the targeted delivery and maximum effectiveness of state assistance.
Significance of the Initiative for the Future of Veteran Policy
The transition to systematic veteran statistics marks an important milestone in the transformation of state policy regarding former military personnel. Against the background of other initiatives—such as a recent bill on priority border crossing or the suspension of the 'Veteran Sports' program in October 2026 due to exhausted budget funds—the need for transparent and accurate budget planning is clear. Implementing the State Statistics Service methodology will enable the state not only to evaluate current support programs but also to forecast budget burdens in advance, building a long-term and effective veteran assistance infrastructure.
