The Ministry of Social Policy of Ukraine has officially determined the funding date for living allowance payments for internally displaced persons (IDPs) for October 2026. According to the ministry's announcement published on October 18, funding will take place on October 21, and funds will be credited to recipients' bank cards within several days following this date. The information was reported via RBC-Ukraine, citing a direct statement from the ministry.
Crediting Schedule: Why Money Might Not Arrive on October 21
The ministry emphasized that October 21 is specifically the funding date, not a guaranteed date for the funds to arrive in citizens' accounts. Crediting may take a few days due to technical processes between the budget system and banking institutions. Thus, if the card balance has not changed by the morning of October 21 or 22, this is no cause for concern. The agency recommends that displaced persons wait a few business days before contacting the bank's support service or social protection authorities.
Risk of Payment Termination Due to Errors in State Registers
In addition to basic information on the payment schedule, the ministry drew attention to a systemic issue affecting some displaced persons. State databases do not always correctly record the fact of a citizen's return to Ukraine after a trip abroad. As a result, the system may automatically terminate the accrual of living allowances, mistakenly assuming that the person no longer needs support. This creates a risk of unjustified loss of monthly benefits for those who temporarily left the country but retained the status of an internally displaced person.
Context: The IDP Living Allowance Mechanism
Living allowance payments for internally displaced persons are one of the key items of social support in Ukraine, operational since 2022. The allowance is assigned based on registration in relevant registers and transferred to recipients' bank cards monthly. The amount of the payment depends on family composition and the presence of children. Funding is provided from the state budget, and the administration of payments is entrusted to the Ministry of Social Policy in coordination with territorial social protection authorities.
What Displaced Persons Should Do in the Coming Days
Citizens with IDP status who receive living allowances are advised to check their bank card balance on October 21 and over the next few days. If funds have not arrived within a reasonable period (several business days), they should contact the territorial social protection authority or the bank that issued the card. If payments were terminated due to a registry error after a trip abroad, it is necessary to submit an application to restore the status and resume accruals, attaching supporting documents regarding the return to Ukraine.
