The Ministry of Transport of the Russian Federation has prepared a new draft order that obliges carriers to transmit to the state not only planned but also actual data on trips across all types of long-distance transport. This means that the monitoring system, which has been in operation since 2024, will be supplemented with a function for detailed real-time tracking of every step of a passenger.
From plans to facts: how the new surveillance system works
The system of automated centralized databases, launched in 2024, already required carriers and ticket operators to transmit information about booking, boarding, and disembarkation. However, until now, the emphasis was on planned information. The new draft order radically changes the rules of the game: now the state will demand actual information about trips. This applies to both regular flights and charters. For air transport, data on transfers and baggage parameters will additionally be transmitted to the database.
The key innovation will be the assignment of a unique code to each trip. This will allow information about a specific person to be linked not only to their ticket but also to the data left at the time of purchase, creating a seamless digital footprint. The deadlines for data transmission remain strict: for aviation and rail transport — 15 minutes, for road and sea transport — up to 30 minutes after the event.
A tool for law enforcement: experts' opinion
Lawyer Anastasia Burakova warns that the updated rules will become a powerful tool for investigative activities. According to her, the system will be actively used by law enforcement agencies and within the framework of FSB anti-terrorist measures. "Getting information about the movement of citizens will become easier and cheaper," the expert notes. This opens up opportunities for searching for specific people without the need to obtain traditional judicial sanctions, which effectively turns the transport infrastructure into a giant network of surveillance cameras.
2026 Context: Strengthening Control
The introduction of these measures takes place against the backdrop of a general tightening of the regime in the country. If in 2024 the system focused on logistics and transport safety, by 2026 it has transformed into a tool for total control. In conditions where the state strives for complete transparency of citizens' actions, refusing to travel or attempting to hide a route becomes practically impossible. Experts note that this creates a precedent in which every passenger automatically becomes an object of monitoring.
