The Ministry of Health of Ukraine is working on an initiative to significantly increase the minimum remuneration for medical workers for 2027. The agency intends to set the minimum wage level for doctors and other specialized professionals at up to 30,000 hryvnias, and for nursing staff — nurses and brothers — up to 20,000 hryvnias. These innovations are being laid down as one of the main priorities in preparing the medical guarantee program for the next year, however, the final figures and timing of their implementation will depend on state funding and government decisions.
Healthcare Budget Planning Priorities
The issue of increasing the incomes of medical workers is considered by the ministry as a key factor in preserving the human resource potential of the entire national healthcare system. Currently, the specialized agency is actively working on the necessary amendments to the current resolution of the Cabinet of Ministers of Ukraine dated January 13, 2023, under number 28. This regulatory act directly regulates the minimum wage sizes for employees of state and municipal healthcare institutions across the country.
Dependence of the Initiative on the State Budget
Despite the large-scale plans presented by the ministry, the announced amounts have not yet received final approval at the state level. The real possibility of raising wages will directly depend on the financial resource that will be embedded in the draft State Budget of Ukraine for 2027. The final parameters, conditions, and specific timelines for introducing new minimum payments will become known only after the official approval of budget allocations and the adoption of relevant government resolutions.
Additional Aspects of Medical Infrastructure Operations
In addition to financial initiatives, large-scale work is underway in Ukrainian healthcare to strengthen the material and technical base and ensure the autonomy of medical institutions. According to official data as of October 1, 2026, about 78 percent of medical institutions of the so-called capable network in the country have the technical ability to autonomously function during possible interruptions in electricity, heat, and water supply. In addition, a system of additional payments was previously introduced in the capital for medical teams traveling directly to the sites of Russian shelling to provide emergency assistance.
Significance of the Planned Changes for the Sector
The planned increase in minimum wages is designed to solve the problem of staff shortages and increase the social protection of workers in the budgetary healthcare sector. The success of coordinating budget parameters for 2027 determines not only the income level of doctors and nurses, but also the overall stability of medical institutions' work amid ongoing challenges. The final decision of the Cabinet of Ministers will show to what extent it will be possible to implement the planned social guarantees for medical specialists.
