Moldovan President Maia Sandu has made an official statement regarding the state's readiness to shelter all Ukrainian citizens forced to leave their homes due to the harsh conditions of the upcoming winter. Speaking at the Moldova Security Forum in October 2026, the head of state emphasized the unwavering course toward supporting the Ukrainian people and strengthening partnership relations between the two nations.
The Scale of the Migration Crisis and Refugee Support
Since the beginning of the full-scale Russian invasion, over one million Ukrainian citizens have passed through Moldova's territory, with about 100,000 choosing to stay and find a temporary or permanent home in the republic. The government is actively preparing for a potential new influx of people if the upcoming winter period in Ukraine becomes critical due to energy infrastructure destruction. Maia Sandu noted that the republic is ready to open its doors and provide the necessary level of security and social guarantees for everyone in need.
Economic Integration and Logistics Hub
Beyond the humanitarian component, Moldova plays a crucial role in maintaining Ukraine's economic viability. Amid constant blockades and threats in the Black Sea, Chisinau has provided its own road and rail arteries for the export of Ukrainian products. In addition, the "Vertical Corridor" for gas transit operates successfully through the country's territory, and local authorities have reduced transit fees for vital cargo, including fuel and grain crops.
Hybrid Threats and Regional Security
Moldova's security threats are comprehensive and large-scale. In the last week of October 2026 alone, nine cases of Russian drones violating the country's airspace were officially recorded, while in September the number exceeded two dozen incidents. Drone wreckage has repeatedly fallen in border areas, damaging infrastructure, water supply, and power grids. Concurrently, according to Sandu, Russia is waging a large-scale cognitive war through a network of anonymous Telegram channels, attempting to sow panic and undermine trust in state institutions.
European Vector and Stability Guarantees
Concluding her speech, the President of Moldova reaffirmed the country's commitment to shared democratic values as part of the "Coalition of the Willing" and its support for the Special Tribunal for the Crime of Aggression. Chisinau strictly monitors the prevention of the use of its territory to circumvent international sanctions. According to Maia Sandu, the only reliable strategic guarantee of peace and security in the region remains Moldova's full integration into the European Union and the resilience of Ukraine's defense.
