US Ambassador to NATO Calls Drone Incident in Leipzig 'Most Alarming' and Warns of Hybrid Threats to Infrastructure

US Ambassador to NATO Matthew Witkiewicz stated that Alliance member states must not tolerate deliberate hybrid attacks, and that the United States is ready to support allies in the event of such incidents. According to RBC-Ukraine, citing Reuters, the diplomat made these remarks while discussing the growing wave of incidents in Europe, which Western governments link to actions by Moscow.

According to Witkiewicz, what is causing particular concern in Washington is the attempted drone attack on Leipzig/Halle Airport in Germany, which took place last month. Berlin held Russia responsible for this incident. The American diplomat emphasized that Alliance member states must be prepared and vigilant, and respond clearly to such cases: 'If we can establish who is doing this — as Germany did — we will certainly make it clear that this is unacceptable and that we will not tolerate it.'

The Leipzig Incident as the 'Most Alarming'

Witkiewicz noted that the incident in Leipzig was more alarming than other recent incidents involving Russian drones attacking Ukraine and deviating from their course. 'In addition, there is what I would call more alarming hybrid activity, for example what we saw in Leipzig, or what we saw in Poland,' the diplomat stated. As is known, a drone carrying explosives was found at the Leipzig airport in Germany, located near a Ukrainian aircraft; the explosive device did not detonate, but otherwise the incident could have led to a terrorist attack. In Germany, this case was linked to the Russian Federation.

Threat to Critical Infrastructure

The American diplomat warned that critical infrastructure, including energy facilities, could become the target of hybrid attacks. In his words, such facilities must be under the control of national authorities. He also pointed out that the primary responsibility for responding to such incidents lies with individual NATO member states, while the United States will support allies when they face such threats.

There is a difference between the positions of the parties in terms of the degree of confirmation of attribution. Germany officially held Russia responsible for the incident in Leipzig and even summoned the Russian ambassador, however the wording of the US Ambassador to NATO is conditional in nature: Witkiewicz says 'if we can establish who is doing this,' meaning that Washington does not claim independent confirmation of attribution, but relies on Berlin's conclusions.
