On October 22, 2026, a new law regulating the legal status and state support system for internally displaced persons (IDPs) officially entered into force in Ukraine. The reform aims to change approaches to tracking displaced persons and modernizing social assistance tools. Despite the scale of the legislative changes, the government urges citizens to remain calm: current IDP certificates remain fully valid, and interaction procedures with government agencies will temporarily remain in their usual format.
Document Status and Registration Algorithm
The Ministry of Social Policy and the Ministry of Communities, Territories, and IDP Affairs of Ukraine emphasize that the entry into force of the law does not require citizens to re-register or replace existing documents. All certificates issued before October 22 retain their full legal force. This means that for the majority of displaced persons, the transition period will pass without the need to personally visit administrative service centers or social protection authorities to update data.
The procedure for obtaining IDP status for new applicants also remains unchanged. Citizens applying for registration for the first time after the specified date can submit an application via the government's "Diia" mobile app, or contact a Service Center (CNAP) or a local social protection department directly. Existing registration mechanisms and current social payments continue to operate in standard mode.
Phased Reform Implementation and Digitalization
Legislators note that the launch of new support mechanisms will be phased. The law entering into force on October 22 serves as a legal foundation for future transformations, rather than a moment of immediate system switch-off. For all provisions of the document to function fully, the government must adopt a series of subordinate legal acts and finalize the development of the necessary digital tools for tracking and distributing assistance.
In the near future, relevant ministries promise to conduct additional information campaigns regarding the implementation of the reform. New algorithms for accessing support will be explained to displaced persons as updated services are launched. The government emphasizes the priority of ensuring uninterrupted payments, so the transition to new digital systems will be accompanied by the mandatory preservation of access to social assistance for all eligible citizens.
Prospects for Social Support and Payments
Parallel to the changes in the status of displaced persons, the government is discussing the enhancement of financial support. The Verkhovna Rada Budget Committee has already supported the government's initiative to review living allowance amounts. It is planned that from January 1, 2027, payments may be increased to 4,000 hryvnias for children and persons with disabilities, and to 3,000 hryvnias for other categories of displaced persons. These measures aim to adapt social protection to current economic realities.
Significance of the Innovations for Citizens
The reform marks a transition from a formal link between assistance and a paper certificate to more flexible IDP support tools. The law's impact will be felt by millions of Ukrainians over the coming months as digital solutions are implemented. For citizens, this means a long-term prospect of receiving more targeted and effective assistance, although in the short term, the priority remains maintaining payment stability within the existing system.
