Ukraine is preparing to introduce a new set of measures against individuals evading mobilization. According to military sources, draft laws have already been developed that provide for serious restrictions for "draft dodgers," including the freezing of bank accounts and the revocation of driver's licenses.

Details of the new draft laws

The preparation of these documents was announced by the military ombudswoman, Olga Reshetilova, on Radio Liberty. As reported by RBC-Ukraine, the draft laws are ready; however, they have not yet been submitted to the Verkhovna Rada for consideration.

The essence of the proposed measures is to create a system of restrictions designed to make life as inconvenient as possible for draft dodgers. The list of sanctions includes:

  • Restriction of access to administrative services provided by the state;
  • Ban on the use of driver's licenses;
  • Freezing of bank accounts and accounts in electronic systems;
  • Restriction of freedom of movement.

Reshetilova emphasized that these are not isolated punishments but a well-thought-out complex aimed at strengthening search operations and limiting offenders' access to resources.

Fairness for active military personnel

A special emphasis in the ombudswoman's statement was placed on the ethical aspect of the issue. The introduction of such strict measures is aimed at ensuring fairness towards those already serving in the ranks of the Armed Forces of Ukraine. According to Reshetilova, many servicemen who have served for a long time and conscientiously need to be rotated out.

"This complex of measures must run parallel to a well-thought-out gradual demobilization of military personnel," she noted. Thus, the state plans to create a balance between attracting new resources and providing rest for active fighters.

Current situation with mobilization

It should be recalled that tightened mobilization rules in Ukraine have been in effect for more than two years. The legislation provides for liability for failure to update registration data and failure to appear upon summons. For individuals, fines range from 17,000 to 25,000 hryvnias.

Liability for legal entities is even stricter. In case of non-payment of fines, the court may impose additional sanctions, including the freezing of accounts and the deprivation of the right to drive a vehicle. The new draft laws announced by Reshetilova are intended to systematize and expand these powers, making them more effective tools in the fight against evasion.
