Russia's security apparatus has begun open preparation for scenarios related to the introduction of martial law and new waves of conscription. The Center for Countering Disinformation (CCD) under the National Security and Defense Council (NSDC) of Ukraine has recorded changes in the regulatory documents of the Rosgvardia.
Protection against mobilization threats
For the first time in history, the updated civil defense rules of the Rosgvardia contain direct references to protection against threats arising during mobilization and martial law. The inclusion of such provisions in the regulations of law enforcement agencies indicates that Moscow is developing action protocols in advance to suppress possible mass unrest that may follow the announcement of another draft.
CCD experts note that, despite the attempts of Russian authorities to hide the real scale of problems on the front, systemic changes in legislation and the establishment of new military training grounds indicate preparation for large-scale mobilization.
Kremlin plans and aid from North Korea
Ukrainian President Volodymyr Zelenskyy confirmed that Russian leader Vladimir Putin is preparing conditions for expanding mobilization within the country. According to the head of the Ukrainian state, the Kremlin also intends to attract additional forces from abroad, in particular, from North Korea.
According to Ukrainian intelligence, Moscow expects to receive another 30,000 North Korean soldiers. To ensure their reception, active infrastructure preparation has been underway in the Voronezh region since June.
Expectation of a new stage of conscription
Kyiv reports that Ukrainian special services have data on the Kremlin's preparation for a new stage of mobilization, which could begin in the coming months. According to Zelenskyy, the upcoming wave of conscription into the Russian army could be quite large-scale, which will require authorities to take strict measures to maintain order.
