A large-scale special operation codenamed 'Honest Conscription' has been launched in Ukraine. The State Bureau of Investigation (DBR), in coordination with the General Staff of the country's Armed Forces, is simultaneously conducting inspections at dozens of Territorial Recruitment and Social Support Centers (TRC). According to sources, investigative actions cover more than 100 institutions across most regions.

DBR investigators are focusing on uncovering corruption schemes and instances of abuse of power. The main areas of investigation include bribery to evade mobilization and cases of citizens being beaten by center employees. The Bureau emphasizes that this is not a reaction to a single high-profile incident, but a comprehensive effort to purge the system of incompetent and corrupt personnel.
For many TRC employees, current events have become a true test. It is expected that following the raids in various regions of the country, suspects will be detained. They will be informed of the suspicion after the completion of investigative actions.
Context: Conflicts in the Regions
The decision to conduct a large-scale inspection was made against the backdrop of a growing number of incidents involving TRC employees. Throughout July, law enforcement officers recorded cases of excessive use of force in various regions of Ukraine.
One of the most high-profile episodes was the conflict on July 18 in the center of Lviv. A clash occurred between a local resident and TRC military personnel at Halych Square, resulting in the man sustaining physical injuries. The Lviv Regional Police have already opened a criminal case under the article on intentional infliction of minor bodily harm.
Another high-profile incident occurred on July 25 in the Zakarpattia region. A man with a disability, who had a legal right to deferment from conscription, was illegally detained at the TRC and was not allowed to go home. The situation was resolved only after the direct intervention of Ombudsman Dmytro Lubyntsi. Currently, law enforcement agencies are investigating the circumstances of this incident as part of the general operation.
