On August 12, 2026, an incident involving the use of a cold weapon occurred against employees of the Territorial Recruitment and Social Support Center (TCC) in Novovolynsk, Volyn region. According to the Operational Command "West" and the National Police, during the notification of military personnel, a 47-year-old local resident (born in 1978) attacked a patrol group with a knife.

As a result of the attack, two employees of the Volyn Regional TCC and SP sustained physical injuries. One serviceman was hospitalized with a penetrating abdominal wound. Doctors assess his condition as critical. The second employee suffered a laceration to the hand; his condition is described as satisfactory. The attacker was detained by police officers at the scene during a joint patrol.

Qualification of the crime and identity of the detainee

Criminal proceedings have been initiated by law enforcement agencies regarding the attack. The suspect faces charges under Article 350 of the Criminal Code of Ukraine ("Threat or violence against an official or a citizen performing a public duty"). This article provides for serious criminal punishment in the form of imprisonment.

According to the National Police of the Volyn region, the detainee is a local resident. Police officers acted under Article 208 of the Criminal Procedure Code of Ukraine, which allowed for the rapid detention of the perpetrator and the prevention of further actions on his part.

Status of the victims: combat veterans

In its comment, the Operational Command "West" emphasized the status of the injured employees. Both wounded servicemen are combat veterans who previously took direct part in hostilities against the Russian army. According to the department, they sustained injuries and wounds at the front, which led to their recognition as fit for military service with limitations. Consequently, they were transferred to service in rear structures, specifically the TCC, where they continued to perform their official duties.

Representatives of the military command expressed condemnation of the attacker's actions, emphasizing that violence against veterans who continue to serve the state is unacceptable. The Operational Command "West" also appealed to the Ombudsman of the Verkhovna Rada with a request to take personal control over the investigation of the incident circumstances.

Context: rising tension around notification events

The incident in Novovolynsk occurs against the backdrop of a general trend of rising social tension related to the conduct of notification events for military personnel. According to the Ground Forces of the Armed Forces of Ukraine, since the beginning of the full-scale war, more than 270 cases of direct attacks on TCC employees involving weapons or physical violence have been recorded. Four employees of the department died while performing their official duties.

At the end of July 2026, an incident occurred in Kyiv, resulting in the death of a TCC employee in the premises of the military-medical commission (MMC). In early August, a case of the use of firearms against TCC employees was recorded in Odesa, resulting in injuries to four servicemen.

Sociological studies conducted by the company "Slovo i Delo" indicate a high level of social tension: about 49% of Ukrainian citizens express outrage at the methods of conducting notification events. Experts note that the rise in violence indicates a crisis of trust between the state and society, which requires a review of the communication strategy and approaches to the recruitment of the Armed Forces.
