On the night of October 16, a series of strikes using jet-powered drones hit the western regions of Ukraine. According to the Ukrainian Air Force, air raid alerts sounded across towns and cities in the region throughout the night, with some attacks continuing into the morning hours. The most significant consequences were recorded in Volyn, Rivne, and Ternopil oblasts, where industrial and civil infrastructure facilities were damaged and a number of cities were left without electricity.

Lutsk and Kovel: Cities Without Power and Water

According to Andriy Razumovsky, secretary of the Lutsk City Council, the attack on the regional center of Volyn has been ongoing for over a day. As a result of the nighttime strikes, the city was blacked out. "Due to the enemy drone attack, the city was left without power. Utility services are operating on backup power sources," the statement reads. In Kovel, explosions were also heard during the nighttime alert; the city and surrounding settlements were left without electricity, and due to a pump station shutdown, Kovel was left without water supply.

Rivne Region: Civil Infrastructure Hit

Oleksandr Koval, head of the Regional State Administration, reported on a difficult night for the region. "A difficult night for Rivne region, and in particular for the regional center. Unfortunately, we have hits to civil infrastructure, including residential buildings. Details to follow," he stated. The specific list of damaged objects was still being verified at the time of writing.

Ternopil Region: Strike on an Enterprise in Chortkiv

On the night of October 16, the town of Chortkiv in the south of the region was attacked twice. According to the Regional State Administration, the strike damaged a building at a manufacturing enterprise, with a fire covering 15 square meters; emergency service personnel extinguished the blaze. Chortkiv Mayor Volodymyr Shmatko, in turn, reported that the attack completely destroyed a foreign-owned enterprise that had been operating in the town for more than ten years. Thus, official statements differ regarding the scale of damage to the facility in Chortkiv.

Broader Region: Explosions in Ivano-Frankivsk, Khmelnytskyi, and Vinnytsia Oblasts

Sounds of explosions during the air raid alert were also recorded in Ivano-Frankivsk Oblast and the regional center itself, though no information on the consequences of the attacks was available at the time of publication. Nighttime explosions were also heard in Khmelnytskyi and Vinnytsia oblasts. In Uman, a drone attack caused a fire in a multi-story residential building, injuring five people, according to reports. In Kyiv, emergency power outages were introduced against the backdrop of strikes on energy infrastructure.

Poland's Response

Poland reacted to the strikes on western Ukraine: in connection with the attack, the Operational Command of the Polish Armed Forces deployed necessary forces and assets, ground-based air defense systems and radar reconnaissance were put on alert, and aircraft were scrambled into the air. This indicates that incidents near Ukraine's western borders continue to affect the operational situation in neighboring countries.
