Details of the incident in the Odesa region
On August 11, 2026, a serious incident occurred in the Odesa region as a result of shelling in the area. According to an official statement by Oleksandr Kiper, Head of the Odesa Regional Military Administration (RMA), published on the same day, the strike hit a vehicle. Specifically, a hit on a truck equipped with a tank containing residual edible oil was recorded.
The impact of the munition on the vehicle caused a fire. The flames quickly spread to a passenger car located in close proximity to the truck. The situation required an immediate response from emergency services. Resources of the State Emergency Service (SES) were promptly deployed to the scene to extinguish the fire and prevent further spread.
Casualties and injured: preliminary data
The RMA statement confirms casualties among the civilian population. Preliminary data indicates that two people died as a result of the incident. The identities of the deceased are currently being established. Injuries were also recorded: three civilians sustained injuries of varying severity. Medical assistance is being provided to the injured in full.
Head of the RMA Oleksandr Kiper emphasized that information regarding the number of casualties and the final consequences of the strike is preliminary. Data may be adjusted upon completion of search and rescue operations and initial investigative actions being conducted at the scene.
Legal assessment and investigation
Under the martial law currently in effect in Ukraine, intentional strikes on civilian objects and the civilian population are classified as a gross violation of international humanitarian law norms. In particular, such actions contradict the provisions of the Geneva Conventions and are considered war crimes under current Ukrainian legislation.
Investigative and operational groups are working at the scene of the incident. Currently, information regarding the exact type of munition used, as well as the scale of destruction caused by the shelling, is being clarified.
