Ukrainian law enforcement officials have completed another phase of the investigation into the missile strike on the Ohmatdyt children's hospital in Kyiv. On November 3, 2026, three new individuals—representatives of the military command of the Russian Federation—were notified of suspicion of violating the laws and customs of war combined with premeditated murder (Part 2 of Article 438 of the Criminal Code of Ukraine). Thus, the total number of Russian military personnel held accountable in this case has reached six.
Who is involved in the case
The new suspects include the deputy commander of the 22nd Heavy Bomber Aviation Division, the commander of the 121st Heavy Bomber Aviation Regiment, and his deputy. According to investigators, these specific officers coordinated the preparation and execution of the missile attack using Tu-95MS strategic bombers. Previously, three other representatives of the Russian long-range aviation command, including former and current leadership of the branch, received notifications of suspicion in the same case. Combined, the circle of suspects covers the chain of command from the branch level to the immediate command of the aviation regiment.
Chronicle of the July 8, 2024, attack
A reminder of the events that formed the basis of the investigation: on July 8, 2024, at approximately 10:45, a Russian Kh-101 missile struck the medical building of the Ohmatdyt children's hospital in Kyiv. At the time of the impact, more than 600 patients, including children, were in the medical facility. As a result of the attack, two civilians died—a young doctor and the grandfather of a small patient. At least 34 other people were injured, among them nine children. The attack led to the destruction of the hospital premises and the loss of medical equipment.
Legal qualification and investigation progress
The actions of all six suspects are qualified under Part 2 of Article 438 of the Criminal Code of Ukraine—violation of the laws and customs of war combined with premeditated murder. This is one of the most severe articles providing for accountability for war crimes. The notifications of suspicion to the three new commanders were sent on November 3, 2026, which indicates the continuation and deepening of the investigation more than two years after the incident itself.
Related circumstances
Earlier, information appeared in the media space that a general whom the Security Service of Ukraine considered involved in the Ohmatdyt attack had been shot in Russia. Separately, it was reported that Major General Sergei Kuvaldin of the Russian Federation, whom the investigation accuses of ordering the strike on the children's hospital, had also been notified of suspicion. These episodes complement the picture of the investigation, which, according to Ukrainian law enforcement, covers several levels of the Russian military command.
