Amidst the full-scale war, volunteer organizations are transferring a significant amount of equipment to the front lines. However, military personnel receiving cars and motorcycles as humanitarian aid often face legal nuances regarding registration. The Main Service Center (MSC) of the Ministry of Internal Affairs of Ukraine has clarified the situation: it is impossible to register two vehicles under one person's name simultaneously.
One vehicle per soldier
The department's press service emphasized that current legislation establishes a strict limit. Temporary state registration can only be carried out for one vehicle per military personnel, regardless of their category.
This means that if a serviceman receives both a car and a motorcycle as a gift, both cannot be registered at once. The owner must choose one of the options for legalization through the Ministry of Internal Affairs service centers.
Legal basis for restrictions
The procedure for accounting for equipment imported into Ukraine as humanitarian aid is regulated by the Cabinet of Ministers Resolution No. 1235. The document introduced changes to the CMU Resolution No. 584 dated May 10, 2022, regarding the acquisition of vehicles to ensure national defense and public safety.
The MSC of the Ministry of Internal Affairs reminded that state registration of cars imported as humanitarian aid was introduced in 2024. Later, in September 2025, the Verkhovna Rada approved amendments to the Law "On Humanitarian Aid," which detail the use of equipment by humanitarian organizations during martial law.
How to register the equipment
To place the selected vehicle on temporary registration, a serviceman must contact any convenient Ministry of Internal Affairs service center. The procedure requires submitting the appropriate package of documents confirming the recipient's status and the origin of the equipment.
The department emphasizes that the requirement to register only one vehicle per person is mandatory according to current legal norms.
