A new wave of information noise has erupted online, triggered by the appearance of an e-petition on the website of the Cabinet of Ministers of Ukraine. The document, registered on August 10, 2026, contains a proposal to introduce mandatory mobilization for women without children. The initiative, authored by Stanislav Rusyn, instantly sparked a stormy reaction on social media and led to the emergence of panic rumors about impending legislative changes. However, official representatives of the authorities have already made it clear that this is merely a private proposal lacking a legislative basis.

The essence of the initiative and the author's argumentation

E-petition No. 41/010515-26ep was posted on the official portal of the Cabinet of Ministers. In his appeal, the author proposes to extend military service obligations to able-bodied women without children, with the exception of those who have legal grounds for deferment or health problems. As the main argument, the Constitution of Ukraine is cited, specifically the principle of equality of citizens before the law. The author of the initiative insists on the necessity of "fair distribution of duties during wartime," believing that the burden of service should not be borne by the male population of the country alone.

Official reaction: "Enough spreading nonsense"

Andrii Kovalenko, Head of the Center for Countering Disinformation at the NSDC, quickly reacted to the surge in discussions. In his statement, he categorically refuted any rumors about planned changes to mobilization legislation. "No female mobilization is planned, nor are any changes regarding parents of three children. Enough spreading nonsense," Kovalenko emphasized. Experts note that the appearance of such petitions is often used as a tool to create an information backdrop; however, in this case, the document's status remains low — 25,000 signatures are required for government consideration, and currently, the petition has gathered only a few votes.

Current legislation: voluntariness and specifics of registration

It is important to recall that as of today, there is no mechanism for the compulsory conscription of women into military service in Ukraine, even under martial law. Women can join the Defense Forces exclusively on a voluntary basis — by signing a contract or through recruitment services. The only category of women who are required to be on military registration are specialists with medical or pharmaceutical education. However, even for them, being on the registry does not mean automatic or compulsory conscription to the front; service for them also remains voluntary.

Contradictory data

There is a clear dissonance in the information space between the emotional reaction of society and the actual state of affairs. On the one hand, messages actively circulate on social networks and messengers stating that "women's mobilization has already been decided" or "the law has already been adopted." This data is often supported by screenshots of the petition without context. On the other hand, official sources (NSDC, Ministry of Defense, Cabinet of Ministers) unanimously state that there are no plans to change the legislation. The gap between rumors and facts creates fertile ground for disinformation, which specialists in countering fakes are trying to curb.

The appearance of the petition in August 2026 may be related to the current situation on the front and public discussions about resources. However, legally, the petition has no force of law and does not oblige the government to take any action until it reaches the necessary signature threshold. At the moment, the initiative is in the initial stage of gathering support. Experts predict that without real political support and a broad public discussion extending beyond internet forums, the realization of such a scenario in the near future is unlikely.
