The capital of Ukraine faces serious challenges ahead of the 2026 heating season. Issues of stable heat, water, and electricity supply are coming to the forefront amid ongoing threats to critical infrastructure. The expert community and representatives of specialized institutions regularly analyze the current state of utility networks to determine the most vulnerable points on the metropolis map.
Pechersk District as the Main Point of Vulnerability
The most vulnerable district in Kyiv in terms of utility infrastructure is Pechersk. This was stated by Oleksandr Kharchenko, Director of the Energy Research Center, during the RBC-Ukraine podcast "TSE BAZA". According to him, the technical condition of the networks here causes the greatest concern, and the Pechersk Hills have already faced serious utility collapses in the past, and the situation could repeat.
The expert calls chaotic and excessive construction in past years the main reason for such vulnerability. Many commercial and residential spaces were built in Pechersk that turned out to be unsupported by any additional energy and thermal infrastructure.
Scale of Problems Across the City
Despite Pechersk standing out against the general background, there is no single district in Kyiv with critically high risks across all parameters. Nevertheless, the general problem affects the entire city. According to Oleksandr Kharchenko's estimates, about three thousand residential buildings lacking reliable backup heat supply will remain at risk this coming winter. These objects are randomly scattered across different administrative districts of the capital.
Investments and Prospects for Energy System Protection
To completely protect the city from infrastructure threats and ensure trouble-free heating seasons in the future, the capital needs large-scale investments. According to the calculations of the Director of the Energy Research Center, Kyiv needs about two years and 700 to 800 million euros in investments. Only after implementing such a large-scale set of measures will the city be able to calmly look at any external challenges.
