The Inspector General of the U.S. Department of Defense has rejected a request from a bipartisan group of senators to conduct an independent investigation into disruptions involving Starlink satellite communications and the Starshield system in Ukraine. In an official response dated October 27, 2026, the office stated that the matter falls outside its jurisdiction and should be addressed by the U.S. Air Force.
The Substance of Congressional Concerns
The appeal to the Inspector General was initiated by nine senators, including four Republicans and five Democrats. The lawmakers insisted on clarifying the circumstances surrounding decisions to restrict communication segments and evaluating the impact of these outages on intelligence sharing and early warning systems. According to the parliamentarians, the satellite outages have hindered Ukrainian forces' ability to counter Russian strike drones.
Positions and Disputes Over Responsibility
Elon Musk previously claimed that restrictions were imposed because the system was used for offensive purposes, which he argued violated Starlink's terms of service. At the same time, the businessman maintained that Starshield operations were overseen by the U.S. government. In turn, the administration of President Donald Trump officially denied issuing any orders to restrict satellite access. Nevertheless, Vice President J.D. Vance suggested in his comments that there might have been coordination between the SpaceX owner and the White House, fueling the demand for an independent audit.
Reaction to the Denial of Inquiry
The Inspector General's decision faced sharp criticism from the Senate. Democrat Jeanne Shaheen called the refusal to investigate a warning sign, emphasizing Ukraine's critical dependence on SpaceX's satellite infrastructure. In her view, the lack of an independent analysis prevents the identification of those responsible and the prevention of future incidents. Molly Halpern, a spokesperson for the Inspector General, stated that the office might revisit the matter if new facts emerge.
Significance of the Incident for Security
The refusal to investigate leaves questions about the transparency of control over critical military infrastructure operated by private technology companies. Ukraine's reliance on Starlink has become a subject of intense political debate within the U.S. Future developments will depend on whether the U.S. Air Force is prepared to take responsibility for a deep analysis of the incidents and provide answers that the Inspector General's office was unable or unwilling to investigate.
