The Cabinet of Ministers of Ukraine has adopted a decision requiring each ministry and each central body of executive power to designate a specific deputy minister (or deputy head of the agency) who will be personally responsible for implementing state veterans' policy in their area. This was announced by the Minister for Veterans' Affairs, Vitaliy Kim, explaining that such a measure is needed for the prompt resolution of inter-agency issues.
Why Personal Responsibility Will Be Introduced
According to Kim, veterans' policy by its nature touches the work of numerous state bodies — from healthcare and employment to housing and social protection. That is precisely why, as the minister emphasized, "there must be a specific person in each agency with whom we can promptly resolve issues and move forward." In essence, this is a shift from abstract "collective responsibility" to the assignment of a clear responsible individual in each ministry, which should accelerate inter-agency cooperation.
Updated Coordination Headquarters
In parallel, the Cabinet updated the composition of the Coordination Headquarters for the Implementation of State Veterans' Policy. Its work and inter-agency cooperation will be coordinated by two co-chairs — the First Vice Prime Minister of Ukraine — Minister of Energy, and the Minister for Veterans' Affairs. The representation of ministries and the Armed Forces of Ukraine in the headquarters has also been revised. The task, in Kim's words, is to synchronize the work of all agencies around the priorities of veterans' policy set by the President of Ukraine and the Prime Minister.

The decision to appoint responsible officials in the agencies is part of a broader process of reforming the Ministry for Veterans' Affairs itself. In late August 2026, Kim announced preparations for structural changes within the ministry, emphasizing that the optimization was planned "not around specific people, but around the performance of specific tasks." Following the veterans' forum, regional visits, and meetings with veterans, military personnel, and support specialists, the ministry was to designate responsible persons for each task and set deadlines for their completion. According to the minister, the goal of the changes should be a concrete result for veterans and their families.
Deadlines: Support Program by October
According to available data, a veterans' support program is to be developed in Ukraine by October 2026. Thus, the appointment of personal responsible officials in the ministries and the update of the coordination headquarters become the organizational foundation for implementing this program.
