A new citizen appeal regarding the change of age limits for mobilization processes has been registered on the official electronic petitions portal of the Cabinet of Ministers of Ukraine. The document proposes considering the possibility of gradually ceasing the conscription of men over 50 years of age and the subsequent demobilization of military personnel of this age category.

Essence of the initiative and implementation deadlines

The author of the appeal proposes starting the changes on October 1, 2026, tying them to the International Day of Older Persons. The key feature of this petition is the rejection of the requirement for immediate and total changes to the rules. Instead, a phased implementation of measures is proposed, depending on the current security situation in the country.

According to the initiative group's plan, the process should begin with the discharge of the oldest age groups from service. In the future, depending on defense needs and the situation at the front, changes may be extended to other categories of citizens.

Medical aspect and fitness criteria

The text of the document notes the need for a balanced approach towards men of older age categories. As arguments, data is cited regarding the lower average life expectancy in Ukraine compared to EU countries, as well as age-related health characteristics.

The initiative provides for the improvement of the procedure for undergoing a military-medical examination (MME). In particular, it proposes considering the possibility of automatically classifying citizens aged 55 and older as "limited fit," even if they were previously recognized as fit for service.

Current status of the petition

Petition No. 41/010411-26ep was published on July 28, 2026. At the time of publication on the Cabinet of Ministers website, it had gathered 1,394 signatures. To be mandatory for consideration by the Prime Minister, 25,000 votes must be collected. There are 89 days remaining until the end of the signature collection.

Official review regulations

According to current Ukrainian legislation, if an electronic petition collects the required number of votes, the Cabinet of Ministers is obliged to officially consider this plan and provide a reasoned response. In the event of the initiative's success, the government will be forced to analyze the possibility of integrating the proposed changes into the state's general defense strategy.
