Maximum price caps on Ukraine's electricity market should be reviewed and increased by at least 25% ahead of the challenging autumn-winter period of 2026. This opinion was expressed by Oleksandr Rogozin, President of the 'First Energy Council' public organization, who emphasized the critical importance of timely regulatory decisions to ensure stable energy supplies amid ongoing infrastructure challenges and generation asset damage.

Background and Market Context

During the summer months, the established price ceilings had virtually no constraining effect on market processes as the overall environment remained relatively stable. However, as the cold weather approaches, the situation is changing drastically: natural gas is becoming more expensive in Europe, electricity prices are rising in neighboring countries, and the domestic energy system is already feeling the consequences of new destructive Russian shelling.

Threat to Imports and Gas Generation

According to the expert, as early as September of this year, spot electricity prices in markets adjacent to Ukraine reached up to 20 euro cents per kilowatt-hour, and this occurred even before the onset of real cold weather and peak loads. If Ukrainian price caps remain at an artificially low level and prove lower than market prices in European Union countries, it will create an insurmountable barrier for commercial imports of the scarce resource and the deployment of flexible gas-fired generation capacities.

Expert Assessments and Alternative Positions

The need to revise price limits is also supported by other key market players. Earlier, the state-owned enterprise 'Energy Company of Ukraine' (ECU) advocated for the radical abolition of price caps, citing the risks of a physical shortage of imported electricity in winter. Similar appeals to the National Regulator were made by the Federation of Employers of the Fuel and Energy Complex of Ukraine, insisting on tariff policy flexibility to guarantee the reliability of consumer energy supply during the heating season.
