The situation regarding human rights and the legality of actions by conscription commissions in the Odesa region intensified in August 2026. The State Bureau of Investigation (SBU) announced an expansion of the criminal proceedings concerning the illegal detention and torture of civilians. Investigators established the involvement of four more employees of the district Territorial Center for Mobilization and Social Support (TCC) in these crimes.
New Suspects and the Structure of the Criminal Group
According to the official SBU statement, the total number of suspects in this high-profile case has risen to 13. Earlier, in June 2026, the bureau had already exposed the core of the criminal group, consisting of nine people: six employees of the same district TCC and three representatives of a local public organization. The new arrests confirm the systemic nature of the violations, where a wide circle of individuals, including both law enforcement officers and civilian activists, are involved in illegal actions.
Mechanism of Illegal Detentions and Torture
The investigation has established a clear scheme of action for the criminal group. Representatives of the public organization performed the function of "reconnaissance": they sought out men subject to conscription and collected compromising or personal information about them. This information was then passed to TCC employees, who organized the illegal delivery of men to the center's premises. During the investigation, numerous facts of cruel treatment were documented: illegal detention, physical violence, intimidation, and psychological pressure on the detainees.
Financial Motives and Robbery
One of the most shocking aspects of the investigation was the extortion of large sums of money from the detainees. According to the investigation, members of the group demanded $50,000 from one of the detained men. Furthermore, during the illegal detention in a TCC service vehicle, $30,000 was stolen from the victim. These actions are classified as robbery committed by an organized group, which, in combination with torture and illegal deprivation of liberty, entails severe criminal punishment.
Status of Defendants and Reaction of Human Rights Defenders
Nine previously exposed participants of the group are already in custody without the right to bail. Procedural actions are also being taken against the new suspects. In August 2026, the Ombudsman of the Verkhovna Rada for Human Rights, Dmytro Lubyntsev, confirmed that the Odesa region leads the rating of regions in terms of the number of appeals related to illegal actions by TCC employees. Since the beginning of the year, 453 complaints from residents of the region have been received by the ombudsman's office, including forced detentions and the use of physical force against civilians.
