RD4U Damage Registry Opens Category A3.4: Ukrainians Can Now Claim Loss of Paid Work

The International Registry of Damages Caused by Russia's Armed Aggression Against Ukraine (RD4U) has expanded the list of grounds for filing claims. As of August 25, 2026, a new category, A3.4 "Loss of Paid Work," has become active in the registry. This was announced by Yelena Shulyak, head of the Verkhovna Rada committee on state governance organization, local self-government, regional development, and urban planning, as reported by RBC-Ukraine. According to her, this is another step in the mechanism for documenting and subsequently recovering reparations from the Russian Federation.

What Can Now Be Claimed Under Category A3.4

The new category covers the loss of income associated with the actual loss of paid work as a result of Russia's aggression. As Shulyak clarified, claims may be filed for unpaid wages, compensation, allowances, benefits, and other income. An important methodological requirement: the compensation amount must be expressed as a specific sum not received over a defined period — for example, for a month or a year. Thus, the registry documents not an abstract fact of dismissal, but measurable monetary damage.

How to File a Claim Through "Diia"

All applications to the International Registry of Damages are accepted exclusively in electronic form — via the "Diia" web portal. The applicant must follow the relevant link, provide the required information, and attach evidence of the loss of paid work. The deputy emphasized that the process has been simplified thanks to the integration of the registry with the Pension Fund of Ukraine's database: employment history and income data are pulled in automatically, which reduces the burden on the applicant and lowers the risk of errors in the application.

A Separate Track for Entrepreneurs

For individual entrepreneurs (IEs) who lost profits as a result of the aggression, a separate category applies — A3.5 "Loss of Private Entrepreneurship." This means that employees and business owners file claims on different grounds, allowing for more accurate classification of the nature of the damage. As of the current moment, according to Shulyak, a total of 30 claim categories have been opened in the International Registry of Damages, including both non-material and material grounds.

When to Expect the First Payments

The size of compensation for those affected, according to Shulyak, will be determined in the near future by a special Compensation Commission. The first payments are expected after the establishment of a separate Compensation Fund. Thus, filing a claim today is a documentation of the damage for future recovery, not an immediate payment.

Context: Expansion of the Registry and EU Plans

Category A3.4 continues a series of registry updates: earlier, it opened for claims under category A1.2 — on forced displacement beyond Ukraine's borders. In parallel, at the EU level, a body is planned to be established by the end of 2027 to determine the size of compensation to Ukrainians for moral damage caused by Russia's aggression. Experts and officials remind that every destruction and every loss must be documented in a timely manner, since the completeness of data in the registry directly affects the total volume of reparations recovered.
