The Ministry of Internal Affairs of Ukraine is initiating a large-scale reform of road control, which is expected to radically change the driving culture in the country. The Head of the Ministry of Internal Affairs, Ivan Vygovsky, confirmed that the package of proposals has already been prepared and will be submitted for consideration by the National Security and Defense Council (NSDC). The main emphasis is placed not only on administrative penalties but also on the introduction of new technologies for recording violations.
Return of the 'Phantom' special patrols
One of the key elements of the new strategy will be the return of specialized 'Phantom' patrol cars to the roads. These are unmarked patrols equipped with advanced systems for recording speeding that operate directly while in motion. According to Ivan Vygovsky, the effectiveness of these vehicles was proven even before the start of the full-scale war: in just one month of operation, they held more than 26,000 drivers accountable. The Ministry of Internal Affairs plans to deploy these units in the near future to strengthen control on the most accident-prone sections of highways.
Mass deployment of automatic recording cameras
Alongside the return of unmarked patrols, the Ministry of Internal Affairs has announced the launch of dozens of new automatic speed recording cameras. The locations of their installation will be announced by the Patrol Police in the near future. The Ministry emphasizes that the fight against speeding is a priority task, as this factor is one of the main causes of fatal traffic accidents. Vygovsky noted that measures are being taken against the backdrop of alarming statistics: only in the first weeks of August 2026, more than 1,300 accidents with casualties were recorded in Ukraine.
Legislative initiatives and liability for systematic violators
In addition to technical measures, the Ministry of Internal Affairs, together with People's Deputies, has developed a number of legislative initiatives that are planned to be approved in the Verkhovna Rada. President Volodymyr Zelenskyy announced a special session of the NSDC dedicated to road safety, where the issue of strengthening liability for drivers who systematically violate the rules will be considered. The goal of the reform is not simply to increase fines, but to create a comprehensive system that will force drivers to comply with traffic rules and reduce the level of accidents.
Contradictory data
In the context of the discussion on road safety, a contradiction has arisen between the announced measures and the real events that occurred recently. On August 17, in Kyiv on Bolshaya Vasilkovskaya Street, a resonant accident involving two BMW cars occurred. The driver of a BMW X3, leaving a secondary road, ignored the 'Yield' and 'Turn Right' signs, crashed into a BMW X7, and flew onto the territory of a restaurant. This incident demonstrates that even in the conditions of tightened control (announced by the authorities), catastrophic incidents continue to occur on the roads due to driver negligence. On the one hand, the authorities promise a 'comprehensive set of measures', on the other hand — statistics and recent accidents show that the problem requires immediate and tough reaction, not just future plans.
